Do finesse minnows come with hooks and jig heads?
Both configurations are sold. Rapala's line-up for this method separates the plastic from the delivery system: the minnow bodies are bought on their own, and the jig heads are sold separately across a range of weights and hook sizes with either a conical or a spring keeper.

In detail
Bundled kits exist, mainly for e-commerce, but a bundled head adds a second component and a second substitution risk, so the head, the hook model and the wire gauge have to be named in writing if the buyer is paying for them.
