The pattern is that every working lever removes a cost rather than arguing about one. Each row either avoids a setup, avoids a development step, or moves a component to a supplier for whom your quantity is normal.
The arguments that change nothing
Four arguments that feel reasonable and change nothing.
Asking for a lower MOQ at the same price. The setup cost does not disappear because the quantity fell; it is spread across fewer units, so the unit price has to rise. A factory that agrees to hold the price is either absorbing a loss it will recover elsewhere or has padded the number already.
Comparing with a factory that quotes a lower MOQ by default. A lower minimum is usually a different production method rather than a better offer — a smaller press, a manual assembly line, or a component bought in rather than made. It is a legitimate option and it is a different product, so the comparison should be between the two products rather than between the two numbers.
Offering a higher unit price for a smaller order without changing anything else. This works only if the premium covers the actual setup — which it can, and the useful move is to ask what the setup costs rather than to guess a premium. Where a factory will state the mould or plate cost, the negotiation becomes arithmetic.
Threatening to go elsewhere. On a standard product with an existing tool, the threat is credible and the response is usually the same number. On anything requiring development, it ends the conversation rather than moving it, because the factory's cost is front-loaded and your order is not yet real.
How the floor moves as the specification changes
The minimum is not one number per factory; it is a number per specification, and it moves with the choices that create setup.

Reading the table in order gives the cheapest route to a smaller order: keep the tool, keep the hardware, keep the packaging plain, and spend the change on the colourway if differentiation matters. Where a buyer needs a new tool and a printed pack on a first order, the floor is set by two costs that have nothing to do with how many units they want.
Using the bands in a negotiation
The reference bands published on this site give a range per sub-category with the unit and quantity stated. They are useful in a negotiation for one specific purpose: they tell you whether the number you are arguing about is normal before you argue about it.
Three ways to use them, in order of how much they help. First, check that the quote sits inside the band for the stated quantity — a quote below it usually means a different material or lighter hardware, and finding that is worth more than the negotiation. Second, when asking for a lower quantity, ask for the price at that quantity rather than asking for a discount: the answer is a number you can check against the band at the smaller quantity, and it makes the setup visible instead of implied. Third, where the quote is above the band, look for the specification difference before assuming a margin — in tackle that is usually a named hook and ring, a printed pack, or a salt-spray finish.
What the bands cannot do is tell you what a factory should charge. They are a plausibility range for a product, not a cost model, and a negotiation that treats them as a target rather than a reference ends up arguing about the wrong number.
Levers that work
- Separate the tooling. Pay for plates or moulds as a line item, and the per-unit MOQ stops carrying the setup cost.
- Take a stock specification. Stock format, stock material structure, stock colour. You trade differentiation for volume.
- Ride a scheduled run. Ask whether your quantity can be added to an existing production slot in the same material.
- Commit to a programme, not an order. A stated annual volume with scheduled releases is worth more to a factory than a single larger order.
- Accept a higher unit price. Buying a small quantity at a premium is often cheaper than buying inventory you cannot sell.
Levers that do not work
- Asking for a discount and a lower MOQ at the same time.
- Comparing an MOQ from a printer with an MOQ from a trading company — one is quoting setup, the other is quoting a sub-supplier's minimum.
- Treating the first quoted MOQ as final. It is a starting position, and factories expect one round of discussion.
Always get the basis in writing
Whatever you agree, have the quotation state the quantity it applies to, the price basis (FOB port or EXW), what tooling is included, and the lead time. A verbal MOQ is not an agreement.

How do you use the bands in a negotiation?
- Normalise every quote to the same unit, the same order quantity and the same basis (FOB port or EXW factory) before comparing anything.
- Place each quote against the band for its sub-category; a number far under the band is usually a different specification, not a better price.
- Identify what you can change without new tooling —a colourway change raises the floor, a body change raises it more.
- Trade volume for the floor, not for the unit price: ask what quantity moves the MOQ down, then check the setup cost is genuinely recovered.
- Get the basis, the quantity and the lead time in writing on the quotation itself, not in a chat message.
