Calculating US Fishing Lure Landed Cost Including Federal Excise Tax

US fishing lure landed cost should include the complete retail product, logistics, applicable customs charges and a separate assessment of federal sport fishing equipment excise tax. A factory price plus freight calculation can leave a buyer with an unrealistic margin even when the shipment clears customs successfully.
The IRS identifies artificial lures and artificial baits among taxable sport fishing equipment. Its guidance states a 10% rate for this equipment and explains that the importer can be responsible for the tax. This is separate from customs duty. The appropriate sales-price basis and transaction treatment need review; multiplying the Chinese factory invoice by 10% is not automatically the correct calculation. [S8][S11]
Define the unit and the delivery scope
Start with one saleable unit. Confirm whether the quote covers a loose lure, a completed retail pack or a carton. Include the agreed hooks, rings, bag or blister, printed information, barcode and packing labor. Ask for tooling and artwork setup separately so the repeat-order cost remains visible.
State the delivery term, named place and rule version in the quotation. Confirm who handles export formalities, main carriage, insurance, import clearance and destination delivery. An apparently cheaper offer can omit costs included by another supplier.
For any delivered-price arrangement, establish the importer of record and request the information needed for your own records. A supplier's claim that duties are included does not answer every customs or excise-tax question.
Have the actual product classified
Do not apply a code simply because another fishing product used it. An artificial lure, a separate weight and a mixed kit may need different analysis. Send the broker photographs, composition, function, packaging and product descriptions that match the goods being ordered.
CBP explains that classification is needed to determine relevant import requirements and provides a binding-ruling route for pre-entry decisions. Historical rulings can help frame questions, but they are not a current duty quote for an unidentified product. [S12]
Record the date, classification assumptions and applicable additional measures behind any cost estimate. Ask for a refreshed assessment when the origin, material, product configuration or entry timing changes.
Keep excise tax visible in the model
The IRS field directive discusses sales-price rules and circumstances requiring a constructive sales price. A wholesale sale, a direct retail sale and a related-party arrangement should not be assumed to use an identical basis. Agree the method with a qualified tax adviser and maintain the supporting transaction records. [S11]
| Cost layer | Information needed |
|---|---|
| Finished goods | Approved pack configuration and quantity |
| One-time development | Tooling artwork testing and allocation method |
| Transport | Origin charges freight insurance and destination delivery |
| Customs | Classification origin entry date and applicable charges |
| Excise tax | Taxable article importer role sales channel and tax basis |
| Selling costs | Fulfillment allowances returns and channel fees |
Include customs duty in inventory costing as appropriate to your accounting policy, while keeping excise tax identifiable for its proper reporting and commercial treatment. The buying worksheet should show both clearly even where accounting treatment differs.
Test margin with realistic numbers
Consider an illustrative wholesale pack sold for $6.00. If finished goods cost $2.00, transport and customs allocations total $0.80, an adviser-approved excise-tax provision is $0.60, and other variable selling costs are $0.90, estimated contribution is $1.70 per pack before overhead and income tax. The $0.60 is an assumed provision for this example, not a conclusion about the correct tax base for your transaction.
Run another scenario with lower net selling revenue and higher logistics costs. Evaluate the opening order and repeat order separately because tooling, sample costs and promotional support may differ. A forecast should reveal how much cost movement the channel margin can absorb.
Buyer action
Request a finished-pack quotation with separate tooling, packaging and delivery assumptions. Give your broker and tax adviser the same product definition. Approve the purchase only when the commercial worksheet shows the customs assessment, excise-tax method and channel contribution.
Questions buyers ask
Does paying customs duty settle the sport fishing excise tax? No. They are separate obligations with different administration and calculations.
Is a DDP quote a complete answer to importer tax liability? No. Identify the transaction parties and obtain professional review of the actual arrangement and records.
Should I use a fixed internet tariff rate for a future order? Use a dated assessment for your product and refresh it before shipment or entry as appropriate. This article deliberately does not quote a universal current China-to-US rate.
